The City of Surigao was among the seven (7) cities who participated in the recently concluded Sharing Session on Human Resource Management (HRM) held at the Rajah Park Hotel, Cebu City last June 22-23, 2009.
The activity was part of the on-going implementation of the Transparent Accountable Governance (TAG) Project, an anti-corruption program initiated by the League of Cities of the Philippines, in coordination with The Asia Foundation (TAF) and with funding support from the United States Agency for International Development (USAID).

City Councilor Penaflor Laxa, the delegation head attending on behalf of the City Mayor, delivered one of the impressions during the closing ceremonies. Kag. Laxa expressed her gratitude for the continued technical assistance extended by TAF-USAID under the TAG Project. According to her, the emphasis on HRM is timely and strategic given the important role people play in the succesful implementation of any reform initiative.
The City of Surigao has implemented the project on its third phase already, beginning with the early stages in 2003 where the reforms in key front line systems like procurement, business licensing and real property tax administration were succesfully conducted. Owing to the need of further institutionalizing the reforms initiated in the first two phases of TAG, and in response to the suggestions coming from the business sector and civil society organizations, the reform initiative on HRM was undertaken in TAG3.
Aside from Kag. Laxa and Ms. Gemina, the other members of the Surigao City delegation were City Engr. Maria Geotina, City Social Welfare & Development Officer Josefina Madlos, Asst. General Services Officer Felipe Sulapas, Mr. Albert Lancin of the City Health Office and Mr. Uriel E. S. Correos, the TAG Project Focal Person. Also represented were the Cities of Butuan, Dipolog, Oroquieta, Panabo, Tacurong and Zamboanga.
